It is the creation of a chemical barrier between the soil and the concrete floor of a structure. Done properly, the barrier can help prevent subterranean termites from infesting the wood in the structure.

Termite Treatments Made Before or During Construction must be performed by a licensed pest control operator. Termiticide used must be applied in a manner consistent with the product label, and the rules and regulations of the Arizona Pest Management Division.

The Federal Housing Administration (FHA), Veterans Administration Housing and Urban Development (VA HUD), and the laws in many communities of Arizona require that any building built as a single-family residence or a duplex, or which could be sold with FHA or VA HUD warranted financing, to have a soil treatment made before or during construction. The pest control company is required by state regulation to treat occurrences of subterranean termites for 3 years from the date of the original treatment.

What is a Wood-Destroying Insect Inspection Report?

A Wood-Destroying Insect Inspection Report (WDIIR) is an official document prepared exclusively by a state-licensed pest control business. It informs a buyer and lending institution about visible termite presence or past treatment history. Banks and mortgage lenders frequently require a WDIIR before closing a home transaction to ensure the property's structural integrity.

State law mandates that every official WDIIR meet explicit minimum quality standards across two standardized pages:

Page 1 — Baseline Inspection Data: Outlines property details, general terms, conditions, inspector limitations, and answers key questions regarding inaccessible areas, visible infestation evidence, previous treatments, and repair commitments.

Page 2 — Detailed Mapping & Diagrams: Pinpoints precise areas of concern, locations of prior treatments, and restricted zones. Features a detailed hand-drawn structural diagram at the bottom detailing exact findings for lender and buyer evaluation.

By Arizona law, all inspectors and pest management companies must be licensed by the AZDA Pest Management Division. The Division maintains a centralized statewide database tracking all completed WDIIRs and post-construction termite treatments.

Understanding the scope and legal limitations of a WDIIR is essential during real estate transactions:

NOT a General Structural Damage Report: A WDIIR evaluates visible evidence of insect infestation only. It does not assess structural damage caused by natural events like earthquakes, soil settling, or flooding.

NOT a Guarantee of Total Insect Absence: Inspections evaluate visible and accessible areas. Inspectors cannot dismantle walls, lift entire foundations, or inspect completely enclosed structural voids.

Lender Requirement vs. State Law: Arizona state law sets standards for how WDIIRs are conducted but does not legally mandate a report for property sales—it is a requirement imposed by lending institutions.
